Darwin Basketball Association Incorporated (DBA) is a not-for-profit organisation, focused on creating an inclusive community of good people who love basketball, by supporting them to follow their own pathway in our sport.  Our role is to increase participation, grow the competition and establish worthwhile programs in the sport of basketball in Darwin.  With a strong club base, the association runs regular fixtures, junior and senior competitions, representative teams and development programs.


Position Title: Officials Manager
Employment: Full time (Hours TBC)
Remuneration: TBA
Reports To: Executive Officer


  • Responsible for the design, implementation and management of a profitable team-based competition structure at all levels, meeting consumer interest and demand for basketball for DBA
  • Educate players, coaches, parents and spectators of their responsibilities as outlined in the DBA competition rules and other governing documents such as the Codes of Conduct
  • The role is not to create confrontations with coaches, players and spectators, but to inform participants of the expectations placed on them by the DBA management in relation to rules and behaviours, and ultimately, enforce those expectations
  • Play an integral role in the coaching, development and retention of referees, scoretable and statiticians in the DBA
  • Devise, implement and support the strategies to increase development in all officials.
  • Support junior referees transitioning to senior competition
  • Liaise with Peak Sporting Body regarding representative and personal development opportunities for all officials
  • Promote a positive image for the DBA through exceptional and professional delivery of customer service


  • A strong interest in basketball
  • Demonstrated experience in a similar role (at least 3 years)
  • Ochre Card – Working with Children Card (or ability to obtain one)
  • First Aid accreditation (or willing to obtain one)
  • MPIO training and certification (experience with Tribunal processes an advantage)
  • The ability to carry out duties with limited supervision and co-operatively participate as a team member when required
  • Demonstrated ability to multi-task, work independently and to use initiative and problem-solving skills to organise and prioritise workloads
  • Demonstrate high level of interpersonal, communication and negotiation skills
  • Ability to nurture the clubs and drive policy change/improvement for the good of the game
  • Demonstrated ability to use discretion with confidential and sensitive information
  • High level skills in the use of Sports TG (Game Day), Stadium Scoring and Glory League (or similar)
  • Experience with rostering and payment software (Refbook or similar type software)
  • Understanding of the DBA constitution, By-Laws and policies
  • Willingness to work outside normal business hours from time to time (evenings and weekends)
  • A high standard of personal appearance and conduct, that is: clean, neat, tidy, punctual and respectful language and manner toward visitors, patrons and to each other









Duties Performance Measures
Administration, set up, program sessions, promotion, advertising and co-ordination of all development courses for all officials including but not limited to Referees, Scoretable and Statisticians. Meeting set timelines for courses and/or rosters

Increasing numbers of referees

Ensure resources and equipment is arranged

Oversee implementation of referee-based software to improve the efficiency of the organisation (including payments, rostering) Maximising efficiencies with rosters and payments

Reducing administrative time with paying and scheduling referees

Recruitment processes, participation monitoring and retention of Officials Increase referee numbers

Improve learning outcomes and progression of referees

Retain officials

Liaise with relevant staff and officials on suitable referee appointments, pairings and on the development of junior referees on competition matches. Managing accreditations, availabilities, registrations and reports
Manage administration, promotion, advertising, and coordination of existing and potential Referee Programs and provide recommendations for new programs.  Current or potential programs include:

  • Association level including Green Shirt
  • Mentor Program
  • Senior and Advanced Referee Programs
Meet the timelines that are set for the scheduling and setting up of these programs

Increasing numbers that are attending these programs

Maintain a record of course attendees and track time in role

Management of each level of referee program (Individual Training Program) Tracking Maintain and monitor ITP for each official
Promote all other aspects of Officials Development Programs to help maintain and grow the sport Duties completed as agreed with EO.
Build networks and provide face to face, email and telephone service to referee and other stakeholders, schools, clubs, and community groups in relation to referee opportunities. Ensure we develop a training and education program for officials that reflects BA, BNT and DBA policies and guidelines.
Act on feedback and/or complaints from referees or other stakeholders in relation to any of the programs with a sense of urgency. Items are actioned within the requirements set out in the DBA constitution and By-Laws

Recommend changes or improvements where applicable from complaints and feedback


Recruit and appoint referee coaches for all competitions and programs and monitor performance (subject to budget approval) Referee coaches to meet the standards set out in the staff handbook and demonstrate our values.


Ensure that social and digital media and websites are up to date for all Referee Development Programs and that referees adhere to DBA social media policy. Ensure items are actioned and circulated within timelines.
Plan and deliver referee-based training and development to other Associations in the Northern Territory through the partial funding of the position from BNT. Act in accordance with affiliates agreement with BNT associations.
Coordination and implementation of Officials Development budget Develop and adhere to budget.
Act as Junior Referee Tribunal Advocate Assist with the Tribunal preparation and reporting
Maintain a register of all Officials including Working with Children Cards and Qualifications Maintain register
To complete all other duties as directed by the EO.  These duties may not be specifically mentioned in this Position Description, but they will be within the capacity, qualifications and experience normally expected from persons occupying positions at this classification level. Update, monitor and maintain Association By-Laws and League rules Review and make changes to By-Laws and League Rules in conjunction with industry trends
Implement Tribunal and reporting processes and structure implementation Update of existing structure and continual maintenance
Responsible for the investigating and reporting functions of the Reporting Officer with regards to complaints lodged Time-efficient and accurate reports developed when complaints received
Reporting to Board regarding position Monthly reports produced and available for all board meetings
Administer and maintain Unsportsmanlike Behaviour Register Panel Up to date register available consistently
Prepare the Referee payments (fortnightly) On-time development of fortnightly payment information
Overview of competition set up and coordination – develop an annual competition calendar for juniors, seniors and wheelchairs. Develop a calendar that meets the needs of all competitions
Preparation of grant funding as required Applications completed and applied for as required and available



  • Answer phone calls
  • Provide information to callers
  • Assist with players registrations and voucher redemptions
  • Monitor visitor access and maintain security awareness
  • Undertake any follow up required for customer complaints or supplier issues
  • Assist CEO with preparation of Board and other meeting agendas, minutes and supporting documentation

  • Respond to all social media enquiries in a timely fashion
